Organizational History
The Northwest Family Resource Collaborative (formerly know as the Northwest Hennepin Family Service Collaborative) is a regional collaborative that includes three School Districts: Brooklyn Center Community Schools, Osseo Area Schools and the Hennepin County portion of Anoka-Hennepin School District. The service delivery area for the Collaborative is defined by the geographic boundaries of these school districts and includes the cities of: Brooklyn Center, Brooklyn Park, Corcoran, Osseo, Plymouth, Maple Grove, Dayton, Champlin and Rogers.
Family Service Collaboratives (FSC) were initiated by the Minnesota Legislature and the Governor in 1993. FSC's were designed as “locally-driven service delivery partnerships that help communities come together to improve results for Minnesota’s children and families.” (Minnesota Department of Children, Families and Learning, 1998). In 1993, collaborative designation and/or grants for implementation were made available to communities that developed a comprehensive plan to integrate and improve services to children and families.
In 1994, the NWFRC was established through a planning grant from the Minnesota Department of Children, Families and Learning. From 1994 to 2000, the Collaborative consisted of three distinct local Advisory Councils representing the populations of each of the school districts in the Collaborative. Until 2000, the fiscal agent for the Collaborative was the Northwest Hennepin Human Services Council. In the spring of 2000, a regional collaborative agreement was formed and the Northwest Family Resource Collaborative became a regional collaborative serving children and families in all three school districts. During this reorganization, the Osseo Area School District became the fiscal agent of the Northwest Family Resource Collaborative.
In 2021, the organization's name was changed from the Northwest Hennepin Family Service Collaborative to the Northwest Family Resource Collaborative.
